1. i put the image in the html section of the coding above the < style > tag, and gave it it's own class name [example: < img src="the url of the image" class="the name you wanna give it"/>]
don't give the class name any spaces. keep it short and memorable.

2. inside the style tags, i placed in this code:
@keyframes shake {
0% { transform: translate(1px, 1px) rotate(0deg); }
10% { transform: translate(-1px, -2px) rotate(-1deg); }
20% { transform: translate(-3px, 0px) rotate(1deg); }
30% { transform: translate(3px, 2px) rotate(0deg); }
40% { transform: translate(1px, -1px) rotate(1deg); }
50% { transform: translate(-1px, 2px) rotate(-1deg); }
60% { transform: translate(-3px, 1px) rotate(0deg); }
70% { transform: translate(3px, 1px) rotate(-1deg); }
80% { transform: translate(-1px, -1px) rotate(1deg); }
90% { transform: translate(1px, 2px) rotate(0deg); }
100% { transform: translate(1px, -2px) rotate(-1deg); }
}

3. then again in the style tags, i gave the image the command to do the animation listed above.
example:
.the name you wanna give it {
animation: shake 0.5s; <-how fast the animation goes by second, can also go by milliseconds
animation-iteration-count: infinite; <-makes the animation go non-stop
}

4. i put it at the bottom left of the screen by putting this in its code as well:
position: fixed;
bottom: 0px;
left: 0px;
